Position Title: Procurement Officer
Department: General Services
Reports To: GM, General Services Job Type: Full time
Purpose: Responsible for the planning, selecting, and buying of necessary material, equipment, spare parts, and tools to facilitate uninterrupted refinery operations.
Key Responsibilities
• Develop strategy, procedures, and plans for cost effective procurement of equipment, material, and services.
•Process procurement requisitions from the different departments and units to prevent stock-out of critical refinery equipment, material, and spares.
•Develop and maintain a comprehensive list of pre-qualified vendors for supply of diverse goods and services.
•Contribute to selection of capable suppliers and contractors, with due regard to sustainability, ethical purchasing standards and costing.
•Develop appropriate Service Level Agreements (SLA) for evaluation of vendor performance.
•Develop and issue Requests for Quotation (RFQ) for requisitions, receive and analyse bids and coordinate award recommendation to Management.
•Negotiate minimum prices with vendors and deliver goods and services timely to the consumers.
•Establish cost estimation parameters / template for benchmarking of vendor quotations for goods and services.
•Develop and maintain a database of approved, qualified and reliable vendors.
•Maintain records of purchases, pricing, and other important data
•Ensure after-sales service and warranty.
•Provide periodic and ad hoc reports of procurement status to enable timely management information and facilitate quick intervention and effective decision making.
•Monitor vendors to ensure that the procurement is being fulfilled in accordance with the end users’ specifications, as stated in the Purchase or Service Order/Agreement.
Develop a catalogue of lead times for the procurement of different materials and use this to plan for effective and timely delivery of goods and services.
•Evaluate and develop measures to mitigate risks with supply contracts and agreements.
•Implement measures to reduce procurement costs over time.
•The role requires the occupant to be ready to get his hands dirty when required
•The individual must be able to source for products from local markets and shops when necessary
Required Qualifications and Experience
•HND or University Degree in Supply Chain Management or Purchasing and Supply
•A minimum of 5 years' experience in Supply Chain Management in Oil and Gas Industry.
•Possession of master's degree in business administration is an advantage.
Key Skills & Competencies
•Must be technical sound and very familiar with equipment and materials used in Oil and Gas (mechanical, rotating, electrical, construction, measuring, instrumentation, etc) to formulate the RFQ and properly categorise requested equipment or spares,
•Multitasking, excellent attention to detail, efficient time management
•Must be skilled in the use of online platforms both local and international for procurement
•Strong negotiating, interpersonal and communication skills
•Knowledge of contract and commercial law
•Contracts administration
•Proficiency in use of computer spreadsheets and word processing applications
•Excellent team working
•Must display a high level of personal integrity, loyalty and the ability to maintain confidentiality.

Position Title: Head of Maintenance Department
Department: Technical
Reports To: General Manager Technical Job Type: Full time
Purpose: The job holder is to supervise the Maintenance Team, consisting of the Mechanical (Rotating, Static, etc), Electrical and Instrumentation Engineers. He must be able to manage the Maintenance logbooks, scheduling of the Maintenance Plans and present reports of maintenance duties. He must be able to do forecasting of materials, equipment, tools, consumables, spares and address maintenance requests from other Departments such as HSE (Health Safety & Environment), Production and Operations. He shall ensure technical integrity, availability and reliability of all plant equipment, apply cost-effective strategies and techniques, respond to urgent technical issues, oversee all installation, repair, and upkeep operations of various company’s facilities.
Key Responsibilities
•Coordinate and supervise maintenance Technicians to perform maintenance tasks safely and efficiently.
•Develop technical capability of subordinates through exposure on-the-job training and other formal and informal learning opportunities.
•Develop maintenance strategies, plans and schedules for all equipment types.
•Develop Standard Maintenance Procedures for all equipment.
•Execute all planned preventive maintenance as scheduled.
•Record all preventive and corrective maintenance actions in a maintenance log database.
•Analyse maintenance records to determine failure types, trends, and maintenance costs, and use the results to improve equipment and spares selection, maintenance frequencies and procedures
•Interface effectively with internal stakeholders to ensure timely and adequate supply of maintenance spares and materials, quick turn-around of equipment, alignment of maintenance and production schedules.
•Expect unfavorable events through analysis of data and prepare control strategies.
Required Qualifications and Experience
•BSc or HND in Mechanical, Electrical or Electrical/Electronic Engineering and/or Computerized Maintenance Management Diploma Level 3, IVQ and/or
•Technician Diploma or equivalent NVQ level 3 qualification
•Valid Certified Maintenance Manager (CMM) will be a plus
•Shall have capacity and knowledge to identify exact reasons for malfunctioning of various equipment used in Oil & Gas Industry, checking and testing procedures, fixing methods and procurement requirements.
•Shall have vast knowledge of the standards and practices of the maintenance of typical oil and gas equipment.
•Practical hands-on approach to problem solving and ability to identify and advise on solutions
•Experience of working with Facilities Management
•Mechanical, electrical, instrumentation or engineering background
•A minimum of 5 years of experience in Oil and Gas Industry is required.
Key Skills & Competencies
•Proven experience as maintenance manager or other managerial roles
•Experience in planning maintenance operations
•Solid understanding of technical aspects of pumps, Rotating equipment, compressors etc.
•Ability to keep track of and report on activity
•Excellent communication and interpersonal skills
•Outstanding organizational and leadership abilities

Position Title: Instrumentation Engineer
Department: Maintenance Department
Reports To: Head of Maintenance Job Type: Full time
Purpose: The job holder will be responsible for Installation, maintenance and repair all instrumentation and control equipment and systems, including gauges, sensors, controllers, transmitters, switches, and control elements. Do maintenance of control and measuring equipment at different levels from field to PLC.
Key Responsibilities
•Troubleshoot instrumentation and control systems of critical equipment for maintenance and/or repair purposes.
•Responsible for preventive, routine and non-routine maintenance and for the repair of instrumentation and control devices.
•Maintain instrumentation equipment using Standard Maintenance Procedures.
•Fill out and submit detailed report of all maintenance activity performed on every equipment.
Required Qualifications and Experience
•OND in electrical / instrumentation Engineering
•Minimum of 5 years practical experience on maintenance of instrumentation and control equipment in Oil and Gas industry.
•Understand the operation principals and troubleshooting methods for hardware, software and operation protocols for equipment used on different levels of automation.

Position Title: Mechanical Technician (Rotating)

Purpose: The job holder will Maintain and repair all mechanical (rotating) equipment and systems, including centrifugal pumps, gear pumps, screw pumps, compressors, PD meters, internal combustion engines and hydraulic systems. Maintain and repair various pipeline equipment like valves, check-valves, ball valves, etc.
Key Responsibilities
•Troubleshoot rotating mechanical equipment and various pipeline equipment for maintenance and/or repair purposes.
•Responsible for preventive, routine and non-routine maintenance and for the repair of all rotating mechanical equipment and pipeline equipment.
•Maintain rotating mechanical equipment using Standard Maintenance Procedures
•Fill out and submit detailed report of all maintenance activity performed on every equipment.
Required Qualifications and Experience
•OND in Mechanical Engineering
•Minimum of 5 years practical experience on maintenance of mechanical equipment in Oil & Gas Industry
Key Skills & Competencies
•Strong technical (mechanical) skills.
•Should be familiar with pumps, compressors, valves, and other Oil and Gas equipment.
•Understand the mechanisms of how these equipment work, are designed, maintained and able to troubleshoot.
•Knowledge in use of computer applications like Excel & Word.

Position Title: Mechanical Technician (Static)

Reports To: Head of Maintenance Job Type: Full time
Purpose: Maintain and repair all static mechanical equipment and systems to always safeguard their technical integrities.
Key Responsibilities
•Conduct visual inspection, and Non-Destructive Testing (NDT) of static process equipment like storage tanks, piping, valves, process vessels, heat exchangers.
•Install, inspect, and maintain corrosion prevention systems at a high level of availability and reliability.
•Execute painting program on all static equipment to protect against external corrosion.
•Maintain and repair static mechanical equipment using Standard Maintenance Procedures.
•Execute routine maintenance common for Oil & Gas equipment – change of gaskets, greasing of valves, etc.
•Fill out and submit detailed report of all maintenance activity performed on every equipment.
Required Qualifications and Experience
•OND in Mechanical Engineering
•Minimum of 5 years practical experience in maintenance of static mechanical equipment in a similar facility.
•Qualification or certification in the utilisation of NDT Equipment.
•Experience with quality assurance and quality control will be an added advantage.

•Strong technical (mechanical) skills.
•Should be familiar with testing and maintenance procedures, quality control practices and recertification requirements for various static Oil and Gas equipment.
•Ready for hands-on work over the routine maintenance and unexpected repairs of various equipment.

Position Title: Inventory & Stock Officer
Department: General Services
Reports To: GM, General Services Job Type: Full time
Purpose: The job holder will monitor and report on the company’s inventory germane to the efficient handling of the company’s products and supplies which is critical for the attainment of business goals. The successful inventory officer is a reliable professional with excellent record-keeping abilities with great attention to detail and a business mindset. The goal is to ensure that all business operations have adequate material to achieve their objectives.
Responsibilities
• Devise ways to optimize inventory control procedures.
•Ensures and maintains independent records of stock movement using software or excel spread sheet.
•Contributes to periodic reconciliations with Regulators.
•Advises Management on all stock-related matters.
• Inspect the levels of business supplies and raw material to identify shortages.
• Ensure product stock is adequate for all distribution channels and can cover direct demand from customers.
• Record daily deliveries and shipments to reconcile inventory.
• Use software to monitor demand and document characteristics of inventory.
• Place orders to replenish stock avoiding insufficiencies or excessive surplus.
• Analyse data to anticipate future needs.
• Evaluate suppliers to achieve cost-effective deals and maintain trust relationships.
• Collaborate with warehouse employees and other staff to ensure business goals are met.
• Report to upper management on stock levels, issues etc.
•Performs any other task as may be assigned by Management from time to time.
•Administrative consumables e.g., fuel and stationery.
Requirements and skills
• Proven experience as inventory manager or similar position
• Excellent knowledge of data analysis and forecasting methods
• Working knowledge of inventory management software (e.g., ERP)
• Ability to accurately track inventory and create reports.
• Excellent organizational and planning skills
• Outstanding communication and interpersonal abilities
• Experience in any Nigerian Oil & Gas Storage Facilities is relevant.
• B.Sc. Accounting, Business administration, Economics, Statistics, or any other relevant field.
• Possession of ACA (Associate Chartered Accountant), MBA, or any other professional qualification is an advantage.

The role will combine deep oil and gas experience and internal audit methodologies to aid management to stay ahead of risks, improve processes, reduce costs, and generally support the business to operate efficiently and effectively.
Key Responsibilities
• Reviewing of Accounting and Internal Control Systems.
• Periodic examination of Financials and Operating information.
• Reviewing of the 3 “E” s (Economy, Efficiency and Effectiveness) of processes.
• Reviewing of the 5 M’s (Money, Manpower, Materials, Machinery and Methods) in line with the company’s policies.
• Reviewing of processes compliance with the regulatory authorities.
• Reviewing of best methodologies for safeguarding the company’s assets & liabilities.
• Monitoring the implementation of corporate goals and objectives.
• Identifying company’s risks and applications of the best risk management strategies/practices.
• Enforcing maximum compliance with all company’s policies and procedures.
• Ensuring the practice of standard corporate governance.
• Conducting from time-to-time periodic internal system checks and balances, while identifying areas of weakness as exceptions.
• Carrying out special investigation on any matter as may be directed by management.
• Liaising with the external auditors and tax consultants on the company’s financial affairs.

Requirements and skills
•B.Sc. in Accounting, Economics, Statistics, or any other relevant degree, at least 10 years of experience in the Oil & Gas sector.
•Prior Internal Audit experience in Quality Management Systems, HSE, Contract / Project Management and Joint Venture will be an advantage.
•Professional qualification in ICAN or its equivalent is compulsory.
•MBA is an advantage.
